The 105th congress of the Association of Mayors of France (AMF) in Paris on the theme, “Communities attacked, Republic threatened”, a Congress marked once again by the absence of Emmanuel Macron.
A Congress marked once again by the absence of Emmanuel Macron who criticizes David Lisnard, “of politicizing the congress”, and due to a G20 summit being held by videoconference. On the other hand, the Head of State will receive as planned a thousand mayors at the Élysée this Wednesday evening.
It is not us who asked to be dependent on grants, or for the tax effort to be borne by the owners,” indicates the mayor of Cannes. For several years, the AMF has continued to warn about reductions in allocations and the absence of compensation to the “near euro” for revenue lost, particularly through the end of the housing tax. “Recentralization also concerns expenses which are affected by allocations. The environmental cause delegated to us is symptomatic of this techno conformism. The Climate and Resilience law was a cluster bomb. I could write the black book of absurdistan,” laments the president of the AMF.
This year’s Congress of Mayors is taking place on the theme “Communities under attack, Republic under threat”. A subject which resonates with the series of attacks which marked the year 2023, from the arson at the home of the mayor of Saint-Brévin, in Loire-Atlantique, to the car-ramming attack which targeted the of his colleague from L’Haÿ-les-Roses, in Val-de-Marne, during the summer riots.
A series of violence which continues to this day. According to the Ministry of the Interior, attacks against elected officials are expected to increase by 15% in 2023 after an increase of 32% last year.
A Cevipof survey published on Sunday and to which nearly 8,000 mayors responded warns of an “exceptionally high” number of resignations of elected officials since 2020, a sign of “Republican fatigue” and a feeling of “impediment” and “powerlessness” of elected officials.
If the President of the Republic will be absent, … “This is where it happens. It’s a magnificent gathering of real France. It’s the Congress of Mayors, not that of the Elysée,” recalls David Lisnard.
With increasingly strained relations with their constituents, mayors complain of a creeping recentralization on the part of the State and an overabundance of standards which complicates local action.
The government “announces plans to us every 15 days: water plan, bicycle plan, heat plan, green industry plan, early childhood plan”, each time with “new expenses for communities, without the means being matched” , criticized André Laignel at the beginning of November, believing that mayors are reduced to simple “subcontractors” of the State.
Expenditure by local authorities in the municipal block (municipalities and groups of municipalities) increased by 7% in 2022: + 6.2% in operation and + 9.4% in investment. Inflation is particularly felt in direct energy expenditure (+26.8%).
When public works are doing well, local authorities are doing well! This is the observation delivered by David Lisnard, president of the Association of Mayors of France (AMF), to elected officials and professionals gathered by the National Federation of Public Works (FNTP), on November 21, 2023, during the now traditional lunch of 1,000 mayors organized by the professional organization. Because the link between the two worlds is close, Alain Grizaud, president of the FNTP, underlining their “proximity” and their mutual “trust”. Especially with the municipal block which represents « a third of the activity of public works companies, the large ones but especially the small ones », he adds.
As spokesperson for an entire sector, Alain Grizaud took advantage of the presence of the president of the AMF, ministers like Christophe Béchu (Ecological Transition), or even political figures like Édouard Philippe or Xavier Bertrand, to send a few messages to the local elected officials, at the heart of the concerns of public works companies.
The AMF estimates the loss of “power to act” for mayors in the next PLF due to non-compensation for inflation at 7 billion euros.
Questioned on Monday by several media outlets, Dominique Faure on the contrary considered that the finance bill (PLF) for 2024 was “very good for communities”.
“We are handing over 220 million in addition to the 320 million” of overall operating allocation, “unprecedented” increases in 13 years, even if “this does not cover inflation”, she judged. “In the name of what should our country, which suffers from inflation, ensure that our communities do not suffer from it? “, she asked herself.
Cette année et pour la première fois au Salon des Maires, a space dedicated to sports allowed to bring together and fédérer the ensemble of actors of the French sports world.
Amélie Oudéa-Castéra, Minister of Sports and Olympic and Paralympic Games, inaugurated the premier Sports Salon in the presence of Christian Dullin, Vice-President of the CNOSF Recovery, Ethics and Doping Plan and Gilles Erb, member of the bureau exécutif en charge des territoires.
The first day of the Salon des sports was marked by the launch of the Grande Cause Nationale 2024 by Amélie Oudéa-Castéra: l’activité physique et sportive.
The three grands objectives of the Grande Cause Nationale 2024:
• Mettre le sport au cœur des politiques publiques, de l’interministerialité et du pacte républicain.
• Mobiliser les acteurs du sport et toutes les forces vives du pays pour valoriser la place du sport.
• Inciter les Français, à tous les âges et sur tous les territoires, à faire d’avantage d’APS.
During the 2024 Olympic and Paralympic Games, the Parc de La Villette will host more than 40,000 square meters of numerous sports and citizen events: the opportunity to share a unique experience and fully live the Games.
A second conference organized by the Ministère des Sports: «Jeux Olympiques 2024: success at the popular festival». »
As for the mayor of Paris, Anne Hidalgo, she finds herself obliged to fight alone for the réaménagement of Paris and the JO, seeing that the government and the president do not support us financially, she remains the only image of France, even ceux-ci de la région aid un peu.
The 105th congress remains under tension while the Head of State attends the G20 video conference, but his government imposes ecological renovation projects without financial support after the suspension of housing taxes, the French mayors are la deuxième fois orphans d’Emmanuel Macron.
