20 million resolved for the social housing in Paris

The restoration of the social housing stock of the town of Paris is an important point in the program of the mayor of Paris. To this end, 20 million euros was resolved to improve the daily newspaper of the families.

Tuesday, April 10, Anne Hidalgo went on the group of BolivarLimeburnerMoreau buildings to 97-99 avenue Simon Bolivar in the 19th district in order to present the plan To repair and Embellish and visit a model apartment. There accompanied by his assistant in charge of housing, the durable habitat and emergency accommodation, Ian Brossat, of François Dagnaud, mayor of the 19th district and Stéphane Dauphin, chief executive officer of Paris Habitat it could meet the inhabitants and discuss with them on their hopes and their concerns as for this plan restoration. A calendar of this plan was established in the following way:

Before the 9/1/2018 at the latest, the candidates files from the buildings located at Paris will have to be deposited by the social lessors eager to profit from the plan.        The Council of Paris will come to a conclusion about the financings of the operations selected in 2018; work will have to be realized in the year following the decision of financing.

This device will allow the improvement of 30,000 residences and the outdoor areas, the restoration of the common parts and the repair of the stairwells in order to develop a better quality of life in the social housing. It profits with the families from middle class and most modest, with the young credits and the pensioners, the French and international students.

Housing constitutes the priority of the term of office with 3 billion committed euros. It is the first time that Paris devotes such an important sum for housing. Thus since 2014, 10,000 new residences are produced each year including 7,000 public residences, compared to 2001 with 1,500 residences and 2008 with 5,000 residences a year.  The goal is to reach 25% from public residences by 2025 and 30% by 2030 within the framework of law SRU, Solidarity and Urban renovation reinforced in 2013 and with the preoccupation with a right territorial distribution (4% of social housing only in the first 8 districts and 56% in the 13,18,19 and 20th until today).

This choice is that of inclusive Paris which protects the purchasing power, the social diversity and the identity of Paris while supporting the use and the French economy but also the respect of the plan Paris Climate for the ecological and energy transition. The device EcoLet us renovate Paris equipped with 51M with which 35,2M equipped by Paris was set up to renovate ecologically and thermically 10,000 residences in private buildings of habitat, was also set up.

The Parisian housing policy is based on the Local plan of Habitat (PLH), the Local plan of Town planning (RAINED) and the pact Housing for all signed by 200 actors of the public and of deprived, in favour of housing in Paris.

Paris counts to 60% people renting an apartment, compared to New York which counts to 68% tenants and London 52%. A Parisian apartment counts on average 11 m ² of less than the national average. The rents underwent strong increases just like in all the other European metropolises, that is to say approximately 79% between 1995 and 2013. In the social housing the m ² is on average with 13le m against 23 in the private one. The increase was of 33% in 10 years in the private one against 2% maximum in the social housing. A new category of residences appeared since 2012, that of the tourist furnished residences, it concerns more than 20,000 residences which are not thus proposed with the hiring with the Parisians. Plan 2014/2020 lays down also the transformation of empty offices into residences, 171.041m ² were transformed between 2014 and the end of the 3rd quarter 2017, the goal to reach in 2020 being of 250,000 m ².

In order to continue the housing policy of the term of office of Bertrand Delanoe (2001/2014) who financed 70,000 residences, the new term of office is also based on new buildings in 12th, 14th and 18th and the rights of preemption urban (DPU) and reinforced (DPR), the handingover on the market of vacant housings while launching the device Multiloc in return for counterparts, just like on the framing of the rents. In addition, a Unit of Fight against the Unworthy Habitat (ULHI) was created in 2014 and Paris goes civil part since 2018.

The attribution of the social housing is since 2015 open for the first time in France to the Parisians by a commission remelting since 2014 on a proposal of the Foundation Abbé Pierre (anonymization of the files in July 2014, use of a grid of quotation since October 2014, put online residences to rent on a platform Loc ads since April 2015, opening of the commission of designation for the first time in October 2015, in June 2018 participation for the first time of Parisians in the commissions of designation, surely generalized in all France in September 2018.
