A new meeting of the European heads of state and government took place this Thursday, May 9 with Sibiu, in Romania, for the 27 countries.
For the first time since months, it is not Brexit which is with the agenda, the European Union poses the bases of Europe for the 27 Member States.
For as much, while arriving at Sibiu, the European leaders insisted on the need for going from the front one. “The world moves, one needs Europe reactive and innovating”, Angela Merkel underlined, “more effective Europe with some priorities” for the First Belgian Minister, Charles Michel.
Emmanuel Macron, insisted on the climatic urgency. France with 7 other countries, will plead for a passage at high speed: she wishes that the EU reach neutrality carbon by 2050.
The 27, which began their top with a working lunch, will try to outline a roadmap which will have to be polished and validated at the time of the top of June.
The leaders of the EU discussed the next strategic program of the EU over the period 2019–2024. They exchanged their points of view on the challenges and the priorities of the EU for the years to come on:
– Employment, growth and competitiveness
– Means of action to give the citizens and the protection of the latter
– Policies energy climate
– Freedom, the security and justice
– The EU as a world actor of foreground.
The European summit of Sibiu, in Romania, did not make it possible to advance on the fight against the climate change. On the 27 Member States present, the proposal of text of Emmanuel Macron for an ambitious European policy on the climate, was a weak victory for him, because only Latvia was added to the list of the Member States which supported measurements: Belgium, Denmark, Spain, France, Luxembourg, Netherlands, Portugal and Sweden.
A certain number of the 18 countries, including Germany, the large European fish, remains in a group of opponents who balk to commit themselves to Macron. “This text evokes, inter alia, the objective to limit the rise of the world temperatures to 1,5°C (compared to the preindustrial level), neutrality carbon by 2050 and a European budget worthy of these objectives.”
The opponents of the 18 countries, argue in particular on the economic problems that could cause with some, in particular in the Eastern Bloc countries whose economies still are very carbonized. “I share most of this initiative but since our objectives for 2050 diverge, I am not yet in measurement to fully support it”, explained the German chancellor Angela Merkel.
Benefitting from the last weeks before the European elections, the missives multiplied these last days. Tuesday, more than 200 mayors of European cities launched an appeal in particular asking neutrality carbon by 2050 and the increase in the European objectives climate energy, by 2030.
The important thing for the European Union is to rectify: use, growth and competitiveness, freedom, the security and justice, means of action to give the citizens and the protection of the latter. For the EU, the policies energy climate could lead to a possibility for improvement until 2030, to even reach the strategic point in 2050.
