The pension reform is still a work of the government. The latter is interested in 3 particular points:
- Raising the legal retirement age,
- The introduction of a minimum pension of 1,000 euros for a full career at minimum wage and
- The abolition of special regimes.
Friday, October 1, retirees took to the streets for a revaluation of basic and complementary pensions
This day of unitary mobilization took place throughout France. In Paris, the rally was held in front of the Ministry of the Economy and Finance, in Bercy. It brought together various unions and associations. Apart from the revaluation of pensions, he called for the creation of 100,000 additional posts within the hospital and a large public service for the support of autonomy, or the deployment of local public services.
In the Parisian procession were Philippe Mouë, president of the UNPR; Eric Coquerel, LFI deputy; Gilbert Garrel (CGT Cheminot) …
The revendications
- Purchasing power, immediate increase and revaluation of basic and supplementary pensions, no pension lower than the minimum wage.
- Additional resources for local public services and in the public health system (care, prevention and research).
- For Social Security financed by social contributions so that it fully fulfills its missions.
The Public Service Retirees Pole, meeting on September 3 in the UNRP premises, decided to participate in the retiree mobilization day on October 1, 2021. The slogan was: « a healthy retirement, a high level pension, today and for future generations « .
The press release served as a support for the various mobilizations in the regions. Retirees demonstrated in Lyon, Le Havre, Cholet, Angers, Perpignan, Laval or Grenoble …
The current regime
Currently, 42 separate plans make up the French pension system:
The general regime
- Complements: (Agirc-Arrco, Ircantec …)
- Special regimes: (SNCF, RATP, electricity and gas industries, etc.)
- Autonomous regimes (liberal professions, etc.)
The methods of calculating pension rights and the amount of pensions depend on each of the schemes, thus leading to imbalances between pensioners.
Pension reform
As a reminder, the pension reform, Emmanuel Macron’s campaign promise, is a project dating from 2017. It is suspended in March 2020, after the adoption at first reading thanks to article 49-3, due to the coronavirus health crisis. The main goal was the creation of a universal system, by points and by distribution, thus eliminating the special regimes (SNCF, electricity and gas industries, RATP …
According to the reform, rights would be calculated with points and no longer by quarters. Each hour worked will give rise to points (initial project). Solidarity points would be awarded for periods of inactivity: unemployment benefits, sickness, disability and maternity. The entire career will be taken into account, and no longer the last six months for civil servants and the 25 best years for employees.
If the reform is implemented, it should not concern current retirees and workers close to retirement.
The role of trade unions
At the beginning of autumn, the votes of the Social Security budgets and the finance law take place. They will then know their rights. This is why the main unions in the country and several associations (CGT, FO, CFTC, CFE-CGC, FSU, Solidaires, FGR-FP, LSR, La Ligue des Droits de l’Homme) have published a common leaflet to see succeed in the claims of those concerned. They want to influence the vote on these budgets.
For its part, the UNRP (National Union of Police Retirees) has signed a partnership agreement with 5 other retiree associations:
- FNOM (National Federation of Marine Officers)
- UNPRG (National Union of Retired Gendarmerie Staff);
- UNSOR (National Union of Retired NCOs)
- ANR_PTT (National Association of Post and France Telecom Retirees)
- FRG-FP (General Federation of Civil Service Retirees)
This pole acts on the maintenance of the statute of the Public Service, on the defense of the Code of civil and military pensions, on the preservation of quality social protection the implementation of a general reform of the tax system and on the improvement of the image of retirees in public opinion.
Interprofessional mobilization on October 5
A few days after the mobilization of retirees, a day of inter-professional mobilization will be held throughout France.
A major national day of strike and interprofessional demonstration will be held on October 5. The requirements of the inter-union (CGT, FO, FSU, Solidaires, FIDL, MNL, UNEF and UNL) are:
- the increase in wages
- the abandonment of counter-reforms of pensions and unemployment insurance
- gender equality, the end of redundancies, to fight against insecurity …
This united mobilization of the private and public sectors as well as of the youth will also be linked to a strike in the fields of health, education, public services and transport.
