The New Year’s greetings period will soon end. In the 12th arrondissement of the capital, Jacques Martial, deputy mayor of Paris in charge of overseas territories (Groupe Paris en commun) sent his wishes to his residents last week, as well as to his compatriots present that day.

Solidarity with Mayotte
On December 19, one week after Cyclone Chidoy, Mayotte was declared in a « state of exceptional natural disaster », thus allowing the island to have a more flexible legal and administrative framework, with certain constraints being eased for greater responsiveness. Survival mode has been activated.
What is a state of exceptional natural disaster?
This means, for example, that in the event of total or even partial destruction of a building, the exceptional state of « natural disaster » makes it easier and faster to bring together the co-owners. This system also allows local elected officials and the State to take faster measures on waste management, the restoration of electricity or drinking water networks or the repair of roads or airports. This exceptional state of disaster is scheduled to last one month, but may be renewed for periods of two months depending on the situation. However, « State of natural disaster » and « State of exceptional disaster » should not be confused, but the two can be used at the same time because they are very different.
The exceptional state of natural disaster has only existed for two years. It is separate from the state of natural disaster.
This is the first time it has been used since it was imagined after Hurricane Irma, which devastated the islands of St. Barthélémy and St. Martin in the Antilles in 2017. An experimental system set for 5 years, it only concerns the Overseas Territories. The state of exceptional natural disaster allows for a quick response to the emergency, while the state of natural disaster allows for a quick response to the emergency and deals more quickly with insurance compensation after the hurricane has passed. Survival mode is therefore activated in Mayotte, where residents must find water and food.
For its part, the government should announce a price freeze to provide some comfort to residents who were faced with a surge in the prices of everyday consumer products.
