Emmanuel Macron received Zhang Guoqing at the Elysée Palace as part of the AI Summit

Paris, the world capital of artificial intelligence.

French President Emmanuel Macron has invited leaders from around a hundred countries to meet in Paris until February 11 for the Summit for Action on Artificial Intelligence.

On the sidelines of the Summit for Action on Artificial Intelligence, French President Emmanuel Macron met with Zhang Guoqing, Vice Premier of the State Council of the People’s Republic of China, on Monday at the Elysée Palace.

Like Canadian Prime Minister Justin Trudeau, Chinese Vice Premier Zhang Guoqing and French President Emmanuel Macron called for a common strategy to regulate AI.

In line with the joint declaration on artificial intelligence and the governance of global issues, Emmanuel Macron and Zhang Guoqing expressed the desire of both France and China to play a greater role in the global governance of AI in order to develop its potential while controlling the risks.

The President of the Republic also reiterated his determination to maintain an open and demanding dialogue with the Chinese authorities, particularly with regard to trade issues between the European Union and China. The conditions of competition must be fair for our companies.

Since February 6, Paris has hosted more than 100 events organized on the sidelines of the summit for a week aimed at strengthening international action in favor of AI serving the general interest: scientific days, a cultural weekend, numerous side events, a day for businesses.

The United States, China, India and Europe will be represented by leading figures from politics and business, including US Vice President J.D. Vance, Chinese Vice Premier Zhang Guoqing, and European Commission President Ursula von der Leyen. The presence of Sam Altman, CEO of OpenAI, and Sundar Pichai, CEO of Google, underlines the strategic importance of the summit.

This summit is therefore not only a diplomatic event, but also a forum for tech companies, where French start-ups will rub shoulders with global AI giants. The objective is clear: to show that France and Europe are capable of positioning themselves at the same level as these powers in terms of AI, and that they are ready to play a central role in the global governance of this technology.

According to the Elysée, during this AI week, France will welcome thousands of industry players from nearly 100 countries and regions, including 1,500 participants in the international summit organized at the Grand Palais.

On the eve of the summit’s opening, French President Emmanuel Macron spoke on France 2 on Sunday evening about the « major challenges of AI ». He announced 109 billion in investments in France « in the coming years » in AI.

In total, the 109 billion is broken down between the United Arab Emirates’ investment in a giant data center (50 billion), the 20 billion euros from the Canadian fund Brookfield Asset Management, a 10 billion euro investment by the British company Fluidstack to deploy the world’s largest supercomputer for AI in France, and nine other private investments, the Elysée detailed.
