The Total Climate Action Summit (GCAS) was held from September 11th to last September 13th in Los Angeles.
With this occasion, all the nonofficial actors (cities, ONG, companies and citizens) engaged for the climate for the first time together.
Paris is in the middle of the network of the cities engaged in the fight against the climate change, C 40. Created in 2005 by the former mayor of London Ken Livingstone, the organization gathered 81 of the more big cities of the world like 6 observant cities, representing 49 different countries, it is chaired by Maire de Paris Anne Hidalgo since 2014 (re-elected in 2018 for a 3 years mandate). Large metropolises are gathered there such as New York, San Francisco, Vancouver, Paris, Moscow, Rome, Milan, Athens, Seoul, Bombay, Jakarta, Melbourne, Hong Kong, Beijing, São Paulo, Buenos Aires, the Cape and Cairo. These urban areas represent approximately 600 and 25% inhabitant million of the world GDP but also 70% of the gas emissions for greenhouse effect. In order to carry out its projects, of large foundations support it of which the Foundation Clinton or Bloomberg Philanthropies.
In December 2015, 195 countries adopted at the time of the COP the 21 very first universal agreement on the legally constraining climate. It avoids a dangerous climate change, by maintaining global warming largely below 2°C. At the time of this top, 1,000 mayors committed themselves reducing by 3.7 gigatonnes the annual greenhouse gas emissions in the urban areas from here to 2030. Together, they built a strategy and are harnessed to respect the agreements of Paris for the climate by concretizing their actions to limit the temperatures and pollution.
From September 11th to September 13th, C40, the World Convention of the Mayors for the climate, the energy and the town of San Francisco met for Cities4Climate: The future it is us. The goal was to show the cities clean the air which we breathe and how our community (mayors, heads of undertakings, actors of the change, entrepreneurs and experts of the climate of the whole world) can build healthier and more resilient communities.
On September 11th, it was question of the development of the non-polluting vehicles and the improvement of air quality at the time of Clean Summit Transportation.
On September 12th, the valorization of the new generation of women entrepreneures who engage for the environment and the fight against the climate change was in the center of Women4Climat Innovation Workshop. By 2020, the program aims at making it possible to 500 young women to play a key function in the program Deadline 2020. It was also the occasion for the event “future The is Us” to show how the cities act concretely and durably to achieve the goals of the agreement of Paris but also the launching of a world competition conceived to encourage the women working in the sector of technologies to suggest innovative climatic solutions. The prizes winner will receive a stock market and will see their ideas put in work in the cities of C40. It should be recalled that 20 of the cities joined together in C 40 are directed by women; in 2014, one counted of it that 4.
On September 13th, leGlobal Climate Summit Action associated for the first time the various actors (cities, companies, ONG and citizens) for the same mobilization in favour of the Agreements of Paris.
The Cities4Climate top knew 2 key periods:
it revealing of the study Climate Opportunity which evaluates the medical and economic environmental impact of the ecological transition from the cities, carried out by Bloomberg Philanthropies and Total Covenants of Mayers.
– Adoption of new united actions at the cities of C40 in the field of construction and waste, which will have a positive impact and significant on the environment and air quality. On this subject, the French capital was put at the honor by several of its actions, the creation of the Park Banks of the Seine which was registered with the world heritage of UNESCO, the reduction of the place of the car downtown, the development of the cycle paths and the unanimous adoption of the Plane Climate 2020-2050 which aims at making of Paris a neutral city out of carbon.
The second edition of One Planet Summit will be held after Total Climate Action Summit de San Francisco, on September 26th in New York and Co-will be chaired by the French president, Emmanuel Macron, of the Secretary General of the United Nations, Antonio Gutteres, of présient of World Bank Group, Jim Yong Kim and of the special correspondent for the United Nations, Michael R. Bloomberg.
This displacement of the mayor of Paris was also opportunity of consolidating the links which link the towns of Paris and Los Angeles. Anne Hidalgo was present at the sides of Eric Garcetti, mayor of Los Angeles at the time of the commemoration of the attacks of September 11th, 2001; she then took part in the National Memorial Day of Service in favour of the people homeless person then visited one of the future Olympic sites of the Games 2028. It was also the occasion to sign a new pact of friendship and co-operation with London Breed, mayor of San Francisco.
