Macron: Europe Ready to Provide Security Guarantees to Ukraine

Emmanuel Macron says Europe is ready to provide strong security guarantees to Ukraine after talks with Volodymyr Zelensky at the Élysée Palace.

Ukrainian President Volodymyr Zelensky was received on Wednesday evening in Paris for talks and a working dinner, ahead of the Coalition of Volunteers meeting.

French President Emmanuel Macron welcomed his Ukrainian counterpart to the Élysée Palace on September 3 for discussions followed by a dinner.

Once again, Ukraine was hit by a large-scale attack during the night from Tuesday to Wednesday. In response, several European leaders, along with Ursula von der Leyen and Mark Rutte, are expected to meet the Ukrainian president on Thursday.

“Europe is stepping up, for the first time with this level of commitment and intensity,” Macron told the press at the Élysée. “The contributions prepared and confirmed this afternoon at the level of defense ministers, in an extremely confidential manner, allow me to say that this preparatory work is complete. They will now be validated politically and allow us to firmly state that we are ready for a solid and lasting peace for Ukraine and for Europeans.”

Military support as a priority

The first line of guarantees rests on concrete support for Ukraine’s military capabilities, deemed essential. “The basic principle of our commitment to Ukraine is that we give it everything we can so that it can repel Russian aggression,” said an Élysée source, stressing the determination to avoid a “general conflagration in Europe.”

High-level meeting

Several European leaders will attend in person, while others will join by videoconference. The meeting, convened by Macron and UK Prime Minister Keir Starmer, was preceded by a working dinner between the French and Ukrainian presidents.

At the conclusion of Thursday’s meeting, several leaders, including Macron and Zelensky, will hold a joint phone call with the US President. On that occasion, Zelensky intends to raise the issue of additional sanctions against Russia to pressure it back to the negotiating table.

Italy’s hesitant stance

According to RFI, most European countries will be represented, but Italy will only participate remotely. The fact that Giorgia Meloni will join via videoconference highlights Italy’s reluctance to fully align with its European allies on the crucial issue of security guarantees for Kyiv.

Washington and Moscow under pressure

The US President recalled having sanctioned India over its purchases of Russian oil, while warning Vladimir Putin that, depending on his decisions, “something will happen.” Donald Trump made the remarks during a meeting with Polish President Karol Nawrocki at the White House.
